Subcontractors come and go, and for most construction projects the requirement for an electronic staff ledger applies every single day (exceptions exist, including for projects below four price base amounts and certain private developers).
The ID06 card shows that the person is registered. It does not show that the identity behind that registration was verified, that the work permit is valid today, or that the posting was notified — and those are the things an inspection looks at.
What usually breaks
The ledger does not match reality. People are registered after the fact, or not at all, and the gap only surfaces during an inspection.
The card exists but the basis does not. A valid ID06 card says nothing about whether the work permit is still valid.
Nobody knows who subcontracts to whom. The chain lives in contracts, not in a system you can search.

Personal details and required documents are registered in the enrollment portal.
Pre-check and booking
Sistec reviews the registration and the worker is booked for an identity check at a Sistec office or on site.
Identity and document check
Passport or national ID is read by chip, UV and IR. Work permits and posting are checked.
Enrolment on site
Site induction and client-specific requirements are recorded, and the person is entered into the staff ledger.
Continuous monitoring
Expiring work permits and authorisations are flagged in advance, so renewals happen before the person loses access.
